residents of the State. The income and/or resource guidelines exceed those of other
Medicaid programs and full service coverage may be offered to qualified low-income persons
who are aged, blind or disabled. For pregnant women and children, only income is evaluated
in determining financial eligibility and the income guidelines exceed those of other
Medicaid programs and vary based on the ages of the children. Full Medicaid benefits are
