Title: Assistant Library Director, Operations Services

The Ocean County Library, recipient of the 2007 National Medal for Museum and Library Services, serves over 550,000 residents from the 33 municipalities that comprise Ocean County, New Jersey. Ocean County Library
Assistant Library Director(Operations Services)
- Reports to:
- Library Director
- Supervises:
- Chief Librarian, Technology Department
- Supervising Librarian, Collection Department
- Supervising Librarian, Public Relations Department
- Senior Accountant, Accounting Division
- Facilities Manager
- Minimum Salary:
- $77,440 (negotiable d/o/e)
Responsibilities include: Overall responsibility for the administration and management of all OCL Operations Services.
Leadership:
- Provides leadership in:
- Determining overall OCL programs and services
- Strategic planning and goal setting and measurement strategies for internal customer programs and services
- Communicating OCL missions, goals, values, and initiatives to subordinate staff, government officials, elected officials, and the general public
- Collaborates with others to ensure that appropriate technologies, resources, and delivery mechanisms are developed and maintained to provide optimal internal-external customer service.
- Serves as a member of the OCL Management Team
- Serves as administrative liaison to one or more OCL committees
- Serves as a member of a variety of OCL, state, and national committees and task forces
- Represents the Library Director as designated
- Represents OCL at local, state, and national meetings, organizations, and conferences
Programs and Services:
- Provides information to the Library Director and OCL Management Team about new and emerging programs, services, and technologies for consideration and implementation
- Ensures that OCL meets its goals in the areas of assigned responsibility
- Evaluates products and vendors as appropriate
Personnel:
- Supervises budgeting and operations for assigned departments
- Supervises work operations and/ or functional programs and has responsibility for employee evaluations and for effectively recommending the hiring, firing, promoting, demoting, and/or disciplining of employees. Directs and maintains a work environment free from discrimination and harassment
- Coaches direct reports; assists with problem solving
- Ensures opportunities for continuing education and training for all support staff
- In concert with direct reports, establishes goals and measurements and other criteria to evaluate individual performance
- Ensures understanding of and adherence to N. J. Department of Personnel regulations and the Library’s bargaining unit agreements
- Provides support to the Library Director as appropriate
Communication:
- Ensures communication among all operations staff personnel
- Represents OCL on various community groups as an advocate for libraries and library services in general and the OCL specifically
- Ensures the preparation of necessary reports and documentation
- Interacts with direct reports and departmental staff on a regular basis as appropriate
Budget:
- Has overall responsibility for the preparation of the annual budget request for all operations services; provides support to the Director in preparing final Library budget
- Ensures the monitoring of all operations services expenses and for any other assigned budget categories
Qualification Requirements:
- Education
- A Masters in Library or Information Science in a library program from a library school accredited by the New Jersey State Board of Education.
- Experience
- Four years of library experience including work in the service, circulation, and reference areas, one year of which shall have been in a supervisory capacity.
- Licenses
- Appointees will be required to possess or obtain a valid license as a Professional Librarian issued by the Bureau of Teacher Certification, Thomas Edison State College.
- Appointees will be required to possess a driver’s license valid in NJ only as the operation of a vehicle is necessary to perform essential duties of the position.

- Knowledge of library administration and management techniques
- Knowledge of principles and techniques of supervision and motivational theories
- Ability to lead, plan, direct, and work as a part of a team maintaining a work environment free from discrimination and harassment
- Ability to speak clearly, concisely, and informatively before professional and nonprofessional groups interested in or concerned with public library issues
- Ability to coordinate library services programs in a multi-site library system to achieve maximum efficiency and proper utilization of available funds, personnel, equipment materials, and supplies
