The governing body for the Ocean County Library is the seven-member Library Commission. The Ocean County Board of Chosen Commissioners makes commission appointments and each appointment carries a five-year term. Appointments are made to provide representation from a variety of geographic and community interests. Primary responsibilities include: selection and appointments, control of library funds, property and equipment, determination of policies and rules governing library service and personnel, and promotion of library interests.

TAKE NOTICE that pursuant to the provisions of the “Open Public Meetings Act” P.L. 1975 c 231 the Ocean County Library Commission hereby designates the following dates for its Reorganization and Regular Meetings, unless otherwise modified. Such meetings shall commence at 4:00 p.m. and shall be held in the Franklin H. Berry, Jr. Conference Room of the Ocean County Library Headquarters located at 101 Washington Street, Toms River, New Jersey on the following dates:

Commissioner Jennifier Bacchione
Chairwoman: Business Development and Tourism
Commissioner Jennifier Bacchione was sworn to her first three-year term on the Ocean County Board of Commissioners during the Board’s Jan. 6, 2025 Organization Meeting.
Commissioner Bacchione, of Berkeley Township, will serve as liaison to several Ocean County government departments that connect Ocean County residents with the many services, programs and attributes found in the County.
Commissioner Bacchione will serve as liaison to the Ocean County Library Commission, which supports the largest public library system in the state of New Jersey. The Ocean County Library has 21 library branches throughout the County with its main branch located in the County seat of Toms River. Ocean County Library branches offer a host of programs and informational services to hundreds of thousands of people annually.
Commissioner Bacchione also will serves as liaison to the Ocean County Division of Business Development and Tourism. The division helps to promote the numerous tourism activities throughout Ocean County including its 44 miles of ocean beaches. Tourism is a $7 billion industry in Ocean County. The division also works to assist small businesses, considered the centerpiece of Ocean County’s economy.
Commissioner Bacchione will also serve as liaison to the Ocean County Board of Health, the Ocean County Board of Elections and the County Clerk.
The Office of the County Clerk works hand in hand with the Ocean County Board of Elections insuring the integrity of all elections.
Having served as a member of the Board of Health, Commissioner Bacchione brings leadership experience as the new liaison to the Board of Health. The Ocean County Board of Health, through the Ocean County Health Department, provides numerous services to Ocean County residents from its extensive seasonal flu vaccine program to its environmental programs and community outreach.
Commissioner Bacchione is also serving as liaison to Ocean County College – the first community college in the state of New Jersey.
Commissioner Bacchione is a former member of the Berkeley Township Board of Education, having served as Board president.
She is married to her husband John Bacchione and has three children.
